The dissertation is devoted to the issues of digital transformation of agricultural advisory of Ukraine as an element of a socially significant institution in the general processes of digitalization of the economy of Ukraine. The paper substantiates the feasibility of creating a binary system of advisory, which is represented by the structure of classical advisory, leading agricultural institutions of higher education (ZVO), research institutions using the technological web platform of electronic advisory. The role of the public organization «National Association of Agricultural Advisory Services of Ukraine» in the transformation processes is determined. In the research methodology. the methodology of digital and information economy, methods of economic and statistical analysis, the theory of creation, accumulation, monetization and depreciation of information are applied to substantiate the use of the binary advisory system. As a result of the study, the experience of institution building and practical implementation of the advisory system in the early 2000s at the expense of centralized budget resources was analyzed. It was concluded that at that time the counseling service had almost no systemic client base and a significant shortcoming – the lack of a platform for the accumulation of knowledge on topical issues of rural development. The results of the study on the demand for advisory services are presented, along with the statement of a significant low use of basic technologies at the level of households of small producers. To substantiate the macroeconomic feasibility of directing advisory services to small and medium-sized agricultural producers, the potential customer base for the advisory system is considered in terms of land use areas. The main production characteristics are determined by the area of cultivated land, based on the assumption of a stable effect of scale on the indicators of agricultural production. An assessment of the asymmetry in access to innovative information by small agricultural producers in comparison with large agribusinesses, based on the results of econometric analysis of data on grain yield depending on the area of agricultural land under cultivation. According to the structure of agricultural production and income received, the differentiation of the rural population, small landowners (up to 1 ha), which should be taken into account by advisers when proposing the introduction of innovations. The potential of scientific and advisory support is analyzed, along with potential clients of the agricultural advisory system. It is determined that in the system of providing advisory services, despite the available potential, agricultural universities and research institutions were slightly involved. At the same time, the declared advisory capacity was offered mostly formally. Methodical approaches based on Shannon's entropy criterion for estimating the level of efficiency of agricultural technology distribution by existing electronic resources are proposed; the dispersion of the current system of electronic advisory resources in comparison with the current search engines has been proved, which leads to a significant loss of time to review a significant number of uninformative and non-specialized sources with an unguaranteed result. An entropy reduction tool is proposed – the creation of specialized web resources and agricultural information system of advisory direction, as a source of reliable information with advisory support by advisors. The concept of the binary advisory system as a combination of professional science efforts with the activity of certified advisors on the basis of a digital platform is proposed. Emphasis is placed on both the preservation of socially oriented advisory services and the monetization of this activity using the potential of the digital platform, as well as priority areas for the accumulation of knowledge on key issues in the agricultural sector. Methodical approaches to assessing the economic efficiency of the e-advisory system are proposed, taking into account the cost of equipment, the cost of creating content with known depreciation parameters and the condition of professional advisers, who must take into account the development of individual agricultural businesses and assess risks of innovation. Approaches to assessing the effectiveness of the use of information and advisory web resources are proposed, which consist in analyzing the audience of users based on visit statistics to identify the number of effective reviews, followed by an assessment of effectiveness based on the current cost of state compensation for socially advisory services. The implemented directions of digital transformation of agricultural advisory are presented, aimed at practical significance for all participants of the advisory process, first of all the client base represented by households, small and medium agricultural producers who need innovations the most. | en_US |

Національний університет біоресурсів і природокористування України. Київ, 2021. Дисертацію присвячено питанням цифрової трансформації сільськогосподарського дорадництва України як елементу соціально-значущої інституції в загальних процесах цифровізації економіки України. У роботі обґрунтовано доцільність створення бінарної системи дорадництва, яка представлена структурою класичного дорадництва, провідними аграрними закладами вищої освіти, науковими установами з використанням технологічної вебплатформи електронного дорадництва. У методиці дослідження застосовано методологію цифрової та інформаційної економіки, методи економічного й статистичного аналізу, теорію створення, накопичення, монетизації та амортизації інформації для обґрунтування використання бінарної системи дорадництва. Акцентовано увагу як на збереженні соціально орієнтованих дорадчих послуг, так і монетизації даної діяльності з використанням потенціалу цифрової платформи, а також пріоритетні напрями накопичення знань щодо ключових питаннях аграрної сфери. Представлено реалізовані напрями цифрової трансформації сільськогосподарського дорадництва, які направлені на практичну значимість для всіх учасників дорадчого процесу, насамперед, клієнтської бази в особі домогосподарств, малих та середніх сільсько- господарських товаровиробників, які найбільше потребують інновацій. | |
