The thesis is devoted to solving the urgent scientific problem of improving the management of environmental activities in the cross-border region. The dissertation substantiates basic principles on the management of nature use and the sphere of protection and restoration of the environment, and the nature protection area of the cross-border region is considered as an ecological, social and economic system. It has been proved that in the conditions of the activation of functioning of cross-border regions, implementation of the processes of joint cooperation at the interstate, regional and local level, it is important to ensure the reduction of the technogenic load on the environment, improvement of environmental management and environmental protection, and the achievement of the level of ecological safety of cross-border territories. It has been recognized that the most active level of ecological and economic systems is regional, and regional production, economic conditions determine the nature of the economic specialization of the territory, the development of types of economic activity, the volume of pollution and the intensity of the impact on the environment. It has been proved that in the conditions of deepening of market transformations and implementation of priorities of socio-economic development of the country and its regions, it is expedient to ensure the genesis of institutional transformations and to improve the economic mechanism in the field of environmental protection management. There has been identified the effect of the principles of rational nature management on the ecosystem of the cross-border region in the process of economic use and consumption of natural resources, taking into account the interconnection of anthropogenic load and the possibilities of self-recovery of the natural resource potential of the region, establishing the priority of the ecological component of the sustainable development of the ecosystem over the economic one. There has been proved necessity of preserving the equilibrium of the system through the approval of production and natural rhythms, harmonization of environmental legislation of Ukraine and adjacent countries and strengthening the monitoring on its compliance. The necessity of carrying out of complex ecological and economic estimation of natural resources, determination of public economic, social, ecological usefulness of natural resource potential has been substantiated. The analysis of the status of the natural reserve fund of the cross-border region (Transcarpathian region) has been carried out, according to indicators (total number of objects of the nature reserve fund, their area, percentage of reserves, etc.), which characterize the dynamic changes in their state. It has been revealed that the pace of the development of nature reserve fund is less than declared in the program documents. The thesis highlights the action of components of the mechanism of management of nature use, which is based on the development and implementation of nature protection programs, the use of monitoring and control over the processes of nature use, the implementation of environmental expertise and formation of the ecological world outlook of the population. Financial and legal provision of the processes of environmental use is important in the operation of establishing the effectiveness of the management mechanism. There has been analyzed the state of implementation of regional and crossborder (international) programs of rational management of natural resources and environmental protection measures aimed at ensuring ecologically safe natural state, observance of the combination of socio-economic development of cross-border territories with the principles of sustainable development, technological and environmental safety and introduction of new management standards. The logical functional and structural scheme of the mechanism of cross-border management of environmental activity has been suggested, which includes: an institutional unit; a unit for defining goals and decision-making; a unit for implementing solutions; a monitoring block. Національний університет біоресурсів і природокористування України. Київ, 2018. Дисертацію присвячено вирішенню актуального наукового завдання щодо удосконалення управління природоохоронною діяльністю в транскордонному регіоні. Виявлено дію принципів раціонального природокористування на екосистему транскордонного регіону в процесі господарського використання і споживання природних ресурсів. Здійснено аналіз стану природно-заповідного фонду транскордонного регіону (Закарпатська область). Виявлено, що темпи розвитку природнозаповідного фонду менші від задекларованих у програмних документах. Проаналізовано стан реалізації регіональних і транскордонних (міжнародних) програм раціонального управління природними ресурсами та заходів щодо охорони навколишнього середовища транскордонних територій. Запропоновано логічну функціонально-структурну схему механізму транскордонного управління природоохоронною діяльністю яка включає: інституційний блок; блок з визначення цілей та прийняття рішень; блок з реалізації рішень; моніторинговий блок.
