dc.description.abstractIn the context of the problem under study, the article analyzes the realities of the functioning of higher education in martial law conditions, proposes tools for the effective use of available university resources for the transformation of the paradigm of "survive and endure" to the paradigm of "live, recover and develop" taking into account the global challenges of today and the projected post-war period of development of Ukraine. The relevance of scientific research is due to a number of direct threats of a socio-cultural, economic, national, military-political nature, caused by the war of aggression launched by the Russian Federation. Factors that directly affect the development of higher education in Ukraine in general and the National University of Law and Economics of Ukraine in particular are identified and analyzed. Negative factors that are unstable in nature and affect the activities of the university are identified. A set of features that reflect the realities of university education under martial law is highlighted, attention is paid to the dynamics of current legislation, which partially regulates the functioning of the higher education system of Ukraine in modern realities and outlines key development directions for the post-war future. Statistics on the financing of higher education institutions in Ukraine and the world are presented in a comparative and comparative manner, and positions are presented that should ensure the effective integration of the goals of the European Strategy for Higher Education into domestic university conditions. In this context, the factors contributing to the development of international competitiveness of domestic universities are highlighted using the example of NUBiP of Ukraine and the main directions of reforming domestic higher education on the path to harmonization with the European educational space are outlined. Attention is focused on further changes in higher education, which should be based on best foreign practices and take into account the positive aspects of the domestic present and past.en
