The enacted draft law on compensation for these losses involves monetary compensation and restoration of devastated lands. The assessment of damages is based on the impact on soils, water resources, flora, and fauna, considering their scale. The draft law provides for the classification and determination of compensation size for different categories of affected land plots using standardized methodologies. Emphasis is placed on interaction with local 47 authorities and experts to ensure a transparent decision-making mechanism. This includes determining the optimal structure of agricultural land funds and cropping area structures, the optimal ratio of intensively and extensively utilized lands, ensuring high economic efficiency of agricultural production, and so on. It is proposed to define balance as the ratio of the sum of economic indicators to the sum of ecological indicators, i.e., to calculate the indicator (the coefficient of balance level of agricultural land use), which reflects the level of balance between the economic results in agriculture (when using agricultural lands) and the qualitative condition of lands used for agricultural activities. This methodology can serve as a method for determining the level of balance in agricultural land use and for defining strategies and directions for development, both for enterprises and for the territory as a whole.
